My assumption is that the level 2 assessment is based on the fact that Mom needs daily help getting dressed (i.e. putting her shoes and pants on). That, combined with showers - even if not daily - probably brings her over 3 1/2 hours for level 1.
I also called National States Ins Co (LTC)they are mailing a set of claims forms to MOM. (address of record) so we can get them filled started.
